Wendi Brown – President
I am the President of WBCP, an executive search, communications and strategy firm, serving clients in Oregon and California. My team and I are passionate about helping organizations improve their recruitment services, place great talent, redesign antiquated processes, provide leadership development, and design and execute communication campaigns.
I have 20 years of experience in marketing and advertising and combine this with my background in recruiting to successfully place excellent candidates in hard-to-fill, management, and executive positions. I have worked in various industries — advertising and public relations, national real estate franchisor, global manufacturing – and I have worked with nonprofit and public sector organizations since 1999.
We have an extremely talented pool of consultants that support various projects for WBCP. We form consultant dream teams to support executive search, communication campaigns, leadership development and strategic business solutions. We all strive to deliver quality, world-class customer service and exceed client expectations. We are deadline driven, budget conscious and good stewards of client funds.
Prior to WBCP, I was an internal Human Resources Consultant for the County of Orange, California, providing countywide communications, human resources, executive search and recruiter training services to the Chief Executive/Human Resources Office and at that time 25 decentralized departments, with 17,000 employees, serving a community of 300,000. I participated on many teams and committees implementing innovative countywide initiatives, such as: performance incentive programs and communications campaigns, development of a learning management system, countywide employee training campaign, crafting new countywide selection rules and implementation of a new and creative employee evaluation system.
I have a Bachelor’s of Science in Business Administration with an emphasis in Marketing from Colorado Technical University; earned several certificates in Project Management, Global Business, Marketing and Human Resources from Colorado Technical University; and earning a Master’s in Management at Southern Oregon University.
CARL CROWN – HR & Facilitation Consultant
I have over 35 years of experience in Human Resources and Training as a former Director of Human Resources for the County of Orange (retired), California. I started my county career in Human Resources as a Senior Project Manager working on various initiatives including Agency and Department reorganizations, comprehensive classification and compensation reviews, job redesign efforts and decentralization of Human Resources functions.
I was then recruited by the County of Orange CIO to be the manager of the newly formed Client Services Division where I oversaw application development and support and business development. Shortly thereafter I became the Interim Chief Technology Officer responsible for day-to-day operations of the Orange County Data Center and delivery of all Wide Area Network services across the County.
I was recruited by the CEO to serve as the Human Resources Director for the County where I supported 25 decentralized departments in all human resource capacities. I had many accomplishments as the Human Resources Director at the county, one of which was redesigning and implementing the County’s new selection rules, which is a comprehensive approach to marketing open positions, streamlining the selection process, recruiter assessment, and overall improvement in the efficiencies and effectiveness of recruiting throughout the County.
I came to the county after a 28 year career in the U.S. Coast Guard where I served as: Regional Director of Human Resources, Assistant Director of the Coast Guard Leadership and Management School, Director of Training Development for the USCG Reserve and Commanding Officer of Coast Guard bases in Hawaii and Southern California.
I have supported recruitments for WBCP, consulted with clients on sensitive human resource and employee relations issues, and support WBCP’s client needs related to leadership and organizational development; including training and curriculum development.

Michael Cowan – Human Resources and Organizational Development Consultant
I am WBCP’s consultant for Human Resources and Organizational Development. With over 25 year’s experience as a Human Resources Senior Executive which spans across high-tech, manufacturing and service industries, I am able to bring a plethora of abilities to my work with WBCP. Working with Fortune 500 companies, my responsibilities included international labor relations, management of multi-site HR functions in the US as well as in multi-cultural environments in over 5 countries.
I am a recognized expert in human resource general practices and organizational training and development. I have developed and delivered training programs to all levels of management and staff, covering a wide range of topics and initiatives that deliver measured organizational results.
Prior to working with WBCP, I held Senior Management positions with Hewlett Packard, Raytheon, Fairchild Semiconductor, Scientific Atlanta and Cisco Systems, and served as Board Member to several California non-profit organizations. I have negotiated international labor and union contracts and led organizations through major business and market change. I have a good understanding of Human Capital being the most important asset to accomplishing the goals of any successful organization. I use my leadership talent management strategies to integrate individual performance goals with human resource and business objectives to bring about winning solutions.
Using my broad knowledge and business background, I offer my expertise as WBCP’s Human Resources and Organizational Development Director.
I have a Bachelor of Art degree in Business Administration and Bachelor of Art degree in Behavioral Sciences from Notre Dame University in California.
Jim Rydingsword – Consultant
As one of WBCP’s search consultants, I specialize in Human Services executive recruitments. With over twenty-five years of experience as a Human Services Executive in California and Oregon including managing small to large organizations for welfare programs, child welfare services, mental health administration, and aging and disability services, I bring a breadth of expertise to recruitments.
I have experience in diverse communities and connections across the Nation and as an expert in all phases of human services administration. With a focus on matching human services emerging practices with organizational training and development, I have developed and delivered inter-agency human services programs in child welfare services, mental health, employment services, strategic planning, and succession planning aimed at long term organizational development and stability.
I have a comprehensive record of success in local government human services executive management, that enables me to find the right executive for your organization who will have an intrinsic understanding of the organizational challenges associated with providing a balanced capacity that consistently assesses both risks and opportunities in order to adapt operations and policy to best address service delivery in a changing political, practice, and fiscal environment.
I was a member of the Board of Directors for the National Association of Area Agencies on Aging and a charter member of the Board of Directors of the National Association of Public Child Welfare Administrators. I was also involved in the first national discussion of evidence-based practices in local child welfare departments.
I have a Master’s Degree in Public Administration with a focus on organizational change and development from Golden Gate University in San Francisco.
Chief William Landis – Public Safety and Facilitation Consultant
Chief Landis is a public safety consultant who assists with recruitments in emergency management, police and fire. Chief Landis has over 30 years of experience in Law Enforcement, Fire, and Emergency Management. He has served as School Resource Officer, Bike Team Member, Detective, Corporal, Patrol Sergeant, Detective Sergeant, S.A.F.E. (SWAT) Team member, Leader, Commander, CINT (Negotiations) Team Member, Operations Lieutenant, Deputy Chief and now Police Chief.
Chief Landis has a Master’s degree in Justice Administration and Crime Management from Bellevue University, a Bachelor’s degree in Fire Service Administration from Eastern Oregon University, and earned, and an Associate’s degree in Criminal Justice from Rogue Valley Community College. Chief Landis was certified as a firefighter (Firefighter I), Deputy Medical Examiner, and holds an Executive Certificate from DPSST (Highest Police certification in Oregon). He is an active member of the International Association of Police (IACP), Oregon Association of Chiefs of Police (OACP), and serves as adjunct criminology professor at Rogue Community College.
Patrick Duterte – Human Services Consultant
Patrick Duterte has over 35 years of experience in Health and Human Services in California public sector organizations. For 13 years, Patrick served as the Director of Health and Social Services for Solano County. Patrick directed an integrated department (including public health, social services and behavioral health) and oversaw over 1,200 staff and a budget exceeding $280 MM. He previously worked as Director of Employment and Benefit Services in Santa Clara County. In addition, he has managed child welfare programs and employment programs in San Francisco and San Mateo counties.
Patrick is known for innovation and creative solutions that minimize cost and maximize outcomes. Patrick is also a collaborative leader who recognized early on the importance of connecting public sector with community-based partners to advance health and social services. His leadership capabilities were acknowledged with appointments to chairmanships to national, state and local organizations, and a governor’s appointment to the California Family and Children’s Commission (California First 5) where he served as vice-chair. Highlights of his public sector service include:
- Pioneering the first national model for insuring all children; Santa Clara County’s Children’s Health Initiative.
- Transforming the County health clinics into Federally Qualified Health Centers as well as integrating behavioral health with physical health. (One of the first nationally). These transformations not only made “self-sustaining” programs but delivered higher quality services and outcomes.
- Appointed to the National Association of Counties (NACo)- Health Steering Committee, Chair of Health Disparities Subcommittee, President’s Advisory Committee on Transitional Foster Youth, and President’s Advisory Committee on Healthy Communities.
- Winner of two prestigious awards: SPUR Award- 1991-Managerial Efficiency Award (San Francisco Planning and Urban Research Association); 2014 CSAC Circle of Service Award (California State Association of Counties)
Patrick served his country in Vietnam and received his bachelor and master degree from the University of California and San Francisco State University respectively. He is an avid skateboarder, in-line skater, cyclist, skier, unicyclist, Hot Yoga enthusiast, and is a lifetime 49er, Giants and Warrior Fan.
Angela Antenore – Facilitator & Training Consultant
Angela Antenore, M.Ed., combines her background in education and psychology to pursue leadership and organizational effectiveness strategies with her clients. She has a unique background including both international consulting experience as well as hands-on experience as a director, manager, small business owner, and educator. In these roles, Angela has developed a common sense approach to management and leadership. Working in private, public, non-profit and academic institutions, she has been instrumental in the development of leadership and communication skills within diverse populations.
Angela has experience incorporating the perspectives and contributions of all levels of employees including executives, managers, line staff as well as elected officials. She has extensive experience in helping leaders build high performing teams and developing their members. Angela’s focus and priority is how leaders can best perform in order to deliver results, excel in their roles and engage and motivate their teams. Her priorities include social justice, education and environmental stewardship.
A skilled facilitator and instructor, Angela holds a M.Ed. in Curriculum & Instruction, a B.A. in Psychology from UCLA and possesses certifications and experience in a variety of subjects including: Leadership and employee development; Cross-cultural and Intercultural communication; Diversity and Inclusion; Communication; Virtual facilitation and teams; Coaching; Performance Coaching; Conflict Management/Mediation; Strategic Planning; Facilitation
Utilizing her cross-functional experience, she served as Dean and co-founder of an internal Employees’ University. She also provides general consulting services.
Angela is proficient in Spanish and has worked extensively throughout the U.S., traveled to over 30 countries and has consulted in Canada, Columbia, England, Japan, Mexico, The Netherlands, Puerto Rico, Singapore, South Korea, Spain and Switzerland
Current clients include: AMGEN, Inc., Yardi Systems, University of California at Santa Barbara, Fielding University, Dignity Health, Housing Authority for the City of Santa Barbara, and numerous other start-ups, corporations, private, non-profit and public organizations.
Angela serves as a Board member with several non-profit organizations and has served as a Commissioner to the County of Santa Barbara where she lives.
Whitney Brown – Graphic Design
Since 2009, I have worked as a freelance graphic designer for WBCP providing creative solutions and design work for several print and online recruitment brochures and am WBCP’s lead graphic designer.
WBCP chose me as a graphic designer because of my talent and enthusiastic zeal for my work. I have a combination of practical work experience and a Bachelor’s degree in Graphic Design from Northwest Nazarene University which gives me an understanding of what it takes to produce a creative solution to any design opportunity.
I like working with the WBCP team, I understand the importance of regular communications and providing excellent customer service. The team appreciates my character, positive spirit and creative skill sets that make me a great partner to collaborate with on any project.
I have a Bachelor’s degree in Graphic Design from Northwest Nazarene University.
